The meeting was chair by Dan Bernstein. Notes were taken by Corinne Shin Verdery.

Minutes of November 3, 2003 were reviewed and approved 6-0.

Review meeting notes of CAC November 4, 2003 meeting of area 2. Corrections were noted and
approved 6-0. A redlined document is to be presented to DOT. See copy below.

The committee discussed Area 2 projects and placed the projects/items with consensus support within a prioritization matrix as to priority 1, 2 or 3 and as to the estimated length of time to complete the project. The projects/items without consensus were listed under “More Discussion. Those west of 101/134/170 Interchange were listed under “No Comment”. The matrix was approved 6-0.

Public comment:
Florence provided her observations of the Area 1 meeting she attended and suggested that we be ready to discuss mass transit at the CAC meeting Tuesday, November 18th.

Freeway Improvements

1. NB 101 Off-Ramp at Cahuenga Blvd. (Priority 1 – Short Term)
a. Widen from 1 to 2 exit lanes
b. Add a dedicated right turn lane at the intersection

2. Cahuenga Pass (Priority 3)
a. Construct a new SB on-ramp from Cahuenga Blvd. West between Caltrans maintenance yard and Pilgrim Bridge (fly-over or fly-under)

3. SB 101 Off-Ramp at Highland Ave. (Priority 1 – Mid Term)
a. Add 3rd exit lane by widening along the Caltrans maintenance yard property
b. Widen the off-ramp and extend the 2nd exit lane all the way to Odin St by widening the west side of Cahuenga Blvd West

4. NB 101 On-Ramp at Highland Ave. (Priority 2 – Mid Term)
a. Implement Odin/Cahuenga improvements, including a new signal
(already funded)
b. Build physical barrier to prevent weaving of vehicles trying to exit at Barham Blvd (implement with Arterial Improvements #2a)
c. Improve street guide signs on Highland Ave. to guide traffic to Barham Blvd.
d. Extend the two lanes of the on-ramp further north so that the cars entering the freeway are not forced to merge from two to one lane so soon
e. Freeway Improvement #6 and Arterial Improvement #2 should first be completed

5. 101 Off-Ramps at Hollywood Bowl (Priority 1 – Mid Term)
a. Construct direct NB and SB off-ramps to the Hollywood Bowl parking lots
b. Arterial Improvement #3 should be completed at the same time

6. NB 101 On-Ramp at Cahuenga Blvd. East (Priority 2 – Short Term)
a. Lengthen and widen to add another lane on the on-ramp north of the Pilgrimage Bridge

7. SB 101 Off-Ramp at Barham Blvd. (Priority 1 – Short Term)
a. Widen/restripe to improve capacity (implement with Arterial Improvements #2e)
b. Add right turn lane
c. Contingent on the completion of Arterial Improvement #1b or #1d

8. NB 101 Off-Ramp at Ventura Blvd. (Campo de Cahuenga Wy.) (Priority 3)
a. Add another exit lane

c. North of Barham Blvd.: Install traffic chokers to residential streets and stamped crosswalks
d. Add traffic signal at Bennett Dr.; prohibit u-turns at Bennett Dr.
e. Add left arrow NB to Oakshire

2. Cahuenga Blvd. East (Priority 2 – Short Term)
a. Add a NB lane from Odin St to Barham Blvd.
