On June 18\, the Council requested a report back. Possible motion and vote. \nb.      Home-Sharing Ordinance CF 14-1635-S2 (HSO):\, In December 2018\, the City Council adopted the Home-Sharing Ordinance (CF 14-1635-S2)\, establishing a regulatory framework to restrict short-term rentals to one’s primary residence\, in order to prevent the wholesale conversation of homes into rental properties. Ethan Weaver\, Hollywood Neighborhood Prosecutor will present the rollout and enforcement of the HSO. \nV.      1850 N. Cherokee CUP request \nRepresentative will present 1850 N Cherokee’s CUP request (ENV-2019-1323-CE; AZ-2019-1392-CUB) to allow sale and dispensing of beer & wine for on site consumption\, with 24 guestrooms each having mini-bars\, 15 interior seats and 40 exterior seats in a1\,014uncovered patio\, with24 hours. DESCRIPTION:In preparation for the Agenda\, links to the Hollywood Community Plan Update 2 and Draft Environmental Report are below the agenda. \nAREA 3\, HOUSING & BUSINESS COMMITTEES\nHollywood Hills West Neighborhood Council\nJanuary 14\, 2019\, 6:15- 7:50 PM\nYucca Community Center\, 6671 Yucca St\, Los Angeles\, CA 90028 \nAgenda \nI.                    Call to order and welcome. \nII.                  Approval of November 5\, 2018 meeting minutes\, motion and vote \nIII.                6633 West Hollywood Boulevard: ZA -2018- 3366 -ZV –CUB: The Escape Hotel has applied to the City’s Planning Department for a conditional use permit. The original application was for the Escape Room to sell alcoholic beverages for on -site consumption in connection with (i) a restaurant\, and (ii) The Escape Hotel’s “escape rooms”. The site has approximately 10\,500 square feet\, and the restaurant was authorized to have 113 seats back in 2008\, but is now requesting 146 seats. The proposed hours of operation would be until midnight on Sundays through Wednesdays\, and to 2 a.m. on Thursdays through Saturdays. (The Escape Hotel is an entertainment space\, rather than an actual hotel.) Since presenting in November\, the applicants have met with the LAPD and will be presenting the recommended conditions that came from that meeting. Possible motion and vote. \nIV.                Hollywood Community Plan Update 2 Planning\, Zoning and Draft EIR: The Draft Environmental Impact Report was released on November 15\, 2015 for a 75 day review. Area 3\, Area 4\, Transportation\, Environment\, and Parks and Open Space committees all reviewed Planning and Zoning portions of the HCPU2 in Fall of 2017. Subsequent to the recommendations to the Board\, a CIS letter was sent from HHWNC to Planning. There is now a Franklin Corridor study being proposed. The newly released DEIR was discussed at HHWNC’s PLUM meeting on January 6.
