Meeting Minutes: August 8, 2004

Members Present: Jeff Rouze, Chair, John Ehretz, Steve Tronson, Paul Ramsey, Conrad Schoeffer and Frank DeFoe.

Location: Toluca Lake Sports and Tennis club, Second Floor Conference Room

A quorum being present, Chair Jeffrey Rouze, called the meeting to order at 6:35 p.m.

Minutes: The minutes from the July 12, 2004 meeting were approved.

Gateway to Hollywood Project: The HHWNC has adopted this project by appointing Jeff Rouze as the representative to the project. The Hollywood United Neighborhood Council has appointed Norma Foster as a representative to the project. The sidewalk installation is now underway by the Bureau of Street Services. New colored concrete and handicap ramps are being installed. Underground water irrigation and landscaping will begin shortly. The pedestrian lights are on order from the manufacturer. The committee voted to ask the full board to consider increasing its contribution to the project to $2,500 from $1,000.

Inclusionary Zoning Ordinance: The Committee reviewed the Housing Department matrix for the new zoning ordinance that is proposed to make affordable housing required in all new construction of buildings with five units or more in the City of Los Angeles. The Committee discussed how the first version of the matrix is unworkable. The members have hope that the issues of mandatory affordable housing in all new units will be reduced to something more palatable. The current mandatory nature of the ordinance, the impact on Specific Plan Zones and Historic Overlay Zones, and the high in-lieu fees were discussed as undesirable. It was mentioned that the Council Board did not vote on the issue at he last full board meeting.

AMPAS Museum in Hollywood: The Committee reviewed the LA times article from February 3, 2004 regarding the proposed Film Museum by the Academy of Motion Picture Arts and Sciences. The Committee supports the location of the proposed museum in Hollywood and recommends that the issue be forwarded to the Board for a vote. The Committee vote was 6-0.

New Business: There was no new business.

General Comments: There were no general comments.

Future Meetings: It was agreed to meet on the second Monday of the month at the Toluca Lake Sports and Tennis Club at 6:30 p.m.

Public Comment: There was no public comment today.
Adjournment: The meeting adjourned at 8:00 p.m.

Next meeting: The next meeting will be on Monday, October 11 at 6:30
