Meeting Minutes: September 13, 2004

Members Present: Jeff Rouze, Chair, John Ehretz, Paul Ramsey, Colleen Wharton, Claire Guy, and Frank DeFoe.

Location: Toluca Lake Sports and Tennis club, Second Floor Conference Room

A quorum being present, Chair Jeffrey Rouze, called the meeting to order at 6:40 p.m.

Minutes: The minutes from the August 8, 2004 meeting were approved.

Gateway to Hollywood Project: The HHWNC has adopted this project by appointing Jeff Rouze as the representative to the project. The Hollywood United Neighborhood Council has appointed Norma Foster as a representative to the project. The sidewalk installation is now underway by the Bureau of Street Services. New colored concrete and handicap ramps have been installed. Underground water irrigation and landscaping is now complete. The pedestrian lights are on order from the manufacturer. The Yucca Corridor Coalition is processing various grant proposals to obtain funds to complete the project. This committee voted to ask the full board to consider increasing its contribution to the project to $2,500 from $1,000.

Inclusionary Zoning Ordinance: This Committee reviewed the Hollywood Chamber of Commerce position with regards to the proposed ordinance. The Committee members noted that some of the provisions of the ordinance are very complex. The ordinance matrix is not clear about R-1 zones or the existing Specific Plan issues. It was noted that Hollywood does not have an updated central area plan. The zoning override provisions of the plan are very worrisome. The main objective, to increase affordable housing, is a laudable goal. The devil is in the details. This Committee has not yet formulated a detailed response to the ordinance.

New Business: The Committee continued a discussion of the new hillside ordinance and its impact on the repair of upgrade of existing hillside homes. The ordinance has some onerous provisions for upgrades that are triggered by the permit process.

General Comments: There were no general comments.

Future Meetings: It was agreed to meet on the second Monday of the month at the Toluca Lake Sports and Tennis Club at 6:30 p.m.

Public Comment: There was no public comment today.

Adjournment: The meeting adjourned at 8:20 p.m.

Next meeting: The next meeting will be October 11, 2004.
