1) Introductions and distribution of minutes to those present for reading.
2) Discussion led by EMS Police & Fire committee chair, Rena Dheming, on public safety and traffic concerns regarding reports of pending removal of bollards currently posted on YUCCA AVE.- street intersections, on Las Palmas Ave.- Cherokee Ave. and Whitley Ave.- near Highland Avenue-between Hollywood Blvd. and Franklin Ave.. Community member concerns, include, but are not limited to the following:
* Yucca Community Center is located on Yucca Ave, between Las Palmas Ave & Cherokee Ave.- and sponsors daily children’s activities and outdoor sports areas that would present a high potential for motorist-related accidents and children crossing street and participating in activities, from drastically increased traffic flow on Yucca and adjoining streets- if bollards were to be removed.
* Senior Citizen Center is located on Las Palmas Ave and Franklin Ave.- and includes a large number of senior citizens and disabled community members who walk to Center and are not used to heavy traffic flow at street crossings
* Removal of bollards could expand traffic congestion from Highland Ave. onto Yucca and other streets, creating major inconvenience and increased traffic time to residents who live in the area, and motorists traveling in those areas while impeding traffic flow. Possible motion and vote. 10 minutes
3) Presentation by Michael Glushon and applicant James Sinclair of Club Element at 1642 N. Las Palmas on proposed Nes CUP for this establishment including expanded hours of operation. Possible motion and vote. 25 minutes.
4) Presentation by Elizabeth Peterson and applicant Tad Galauthier on a CUP application for a dinner theater-type use at Vogue Theater 6669-6677 Hollywood. To be known as The Supper Club Hollywood. Possible motion and vote. 25 minutes.
5) Presentation by Marathon Communications and applicant Madame Tussaud’s on a Plan Approval for 6931-6935 Hollywood Blvd. to have a Madame Tussaud’s Wax Museum in this site. This is a Business Planning Committee item. Possible motion and vote. 25 minutes.
6) Presentation by Marathon Communications and applicant JPI on a proposed residential project at 1724 N. Highland: a transit-oriented, mixed use development of 270 apartments ( including 27 affordable and 8 joint live/work units)- 8,500 sf ground floor retail commercial, grade level and subterranean parking 755 spaces with 436 for residential, 34 retail, and 285 for public parking. This is heading for Design Review Committee later this month. Possible motion and vote. 25 minutes.
7) Revisions and acceptance of minutes. 10 minutes.
8) Public comment on non-agenda items. 10 minutes.

November 7th Area 3 Un-Approved Minutes
1) EMS Chair Rena Dheming spoke on possible removal of traffic bollards on Yucca St. Yucca Center Director Lezlie Perez spoke of opposition to this on safety grounds to children and others. Motion was made and seconded to oppose this removal on Las Palmas and Cherokee. Chair Paul Woolsey made amendment include Whitley Ave. bollards as those stakeholders were affected as well. Rena intends to outreach to these for EMS meeting.
2) James Sinclair owner of Element Nightclub presentes CUP application to have expanded hours of operation until 4 AM. He spoke of support of local
businesses and residents and excellent track record since re-opening. Rena brought up crowd/noise problems and made a motion to oppose application which was seconded. Vote was 2 for, 9 against, 0 abstained motion not carried. Motion to support the application was made, seconded, and passed 9 for, 1 against, and 0 abstained.
3) Elizabeth Peterson and applicant Tad Galauthier made presentation for Vogue
Theater project as a dinner-theater to be known aqs Supper Club. She said that parking would be available at Hollywood and Highland. Many dis-agreed with this
including Bill Becker who stated that parking was un-available there. Tad discussed menu and ambience of proposal. Rena and Area 2 Chair Joan Luchs questioned presence of beds as seating and theatrical massage as possible vice issues. Tad stated that this was purely as entertainment and nothing improper wouls happen. Business Chair Thor Lee made ponts about desirability of having a quality tenant there and removing Vogue as a blighted property. Elizabeth asked to hold file open until
parking is addressed. Vote to table made, seconded, and passed 6 for, 1 against, 1 abstained.
4) Presentation by Marathon Communications for Madame Tussaud’s wax museum. This is a Business Committee irem as it is in Area 4. It had been presented in previous meetings. After landscaping and parking issues were discussed motion to support was made, seconded, and passed 5 for, 2 against, 0 abstaining.
5) Presentation by JPI on Yucca and Highland residential project with much improved changes made to appearance and landscaping as requested by us. Motion to support was made,secned, and passed 8 for, 0 against, 1 abstained.
6) Meeting adjourned with minutes tabled until December.
